The question of intervention has always been important to international analysis. After the end of the Cold War, humanitarian intervention has become a new concept of great political effect. Thus, it is legitimate to ask whether international intervention now is seen in a new light. This volume, reporting on a symposium held in Uppsala in 1996, discusses three basic questions: Are there new settings or is there continuity in the debate over intervention? (2) Are there new meanings attached to the concept, as seen in recent practice, by Russia and by the UN? and (3) Are there new understandings developing on intervention? Tentative answers are given by the contributors.
